Created from the Wilaya of Annaba during the 1974 territorial reorganization, it extended over the daïras of Souk-Ahras, Sedrata, Bouchegouf, Oued-Zenati, Guelma, and Bouhadjar until 1984. The 1984 restructuring limited the territory of the wilaya to three (03) daïras (Guelaat-Bou-Sba, Bouchegouf, Oued-Zenati). The daïras of Souk-Ahras and Sedrata gave birth to the Wilaya of Souk-Ahras, and Bouhadjar was merged with the Wilaya of El-Tarf.
